The project
Located in the thriving business district of Carnegie, this retail development opened its doors to excited shoppers in 2008. Its aim was to create a multitude of retail space for small businesses and one-stop chains, and combine this with a community feel. The development was to be an attractive gateway into Carnegie’s activity centre. With retail, food and beverage, educational facilities, health services and personal services, our client’s vision was a well-rounded commercial centre for leisure and convenience.

The challenge
UPco’s engagement in the Carnegie Central planning process has spanned over many years. Firstly, the site required rezoning for its redevelopment, but this was opposed by Council initially. After much negotiation and the application of UPco’s planning expertise within the municipality of Glen Eira, we were able to successfully gain permission for our client.
Following this, UPco was enlisted by a number of tenants for minor amendments within the shopping precinct via section 72 amendment applications – helping ensure individual premises are primed for their specific retail function.
Then, in 2021, our original client approached us to assist with changing the use of an internal educational centre to a radiology clinic. This included a further modification of plans and permit conditions, which was executed smoothly by our team.

The outcome
